STV, Inc. is currently seeking an experienced Department Manager/Senior Traffic Engineer for their office in Philadelphia, PA. The successful candidate will have experience in traffic engineering including: Traffic Signal Design; Traffic Control Plans; Signing and Pavement Marking Plans; and Traffic Impact Studies. Candidate will also need the ability to develop and assess design and/or operational alternatives; and develop Transportation Management Plans (TMPs) in accordance with local, state and federal policies and requirements; and provide transportation and land use reviews applicable to land development projects. Exposure to project management and budgeting, preparing technical and cost proposals, contract plan preparation and understanding of QA/QC procedures are desirable.

Required Experience:

. BS in Civil Engineering, Transportation Engineering or related field.

. PA Professional Engineer license and PTOE designation are required.

. 10+ years of experience in traffic engineering, preferably on PENN DOT projects

. Proficient with MicroStation V8i

. Working knowledge of PENN DOT design standards and practices

. Familiarity with MUTCD and AASHTO; HCM and HCS; Synchro/SimTraffic software

. Excellent communication and organizational skills are required

. Determine scope of work and prepare man-hour estimates for traffic engineering tasks

. Quality control oversight for all aspects of the traffic engineering tasks

. Maintain good employee relations and project communication with both internal and external clients

. Candidate may be requested to aid in assignments for other STV, Inc. offices.

. Experience with Highway/Roadway Lighting and ITS design a plus
