Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Higher Education Opportunity.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Associate in Higher Education Opportunity. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have a masters degree AND four years of professional experience in an education program designed for secondary and/or post-secondary students who are educationally or economically disadvantaged, are members of a minority group, or are members of a group traditionally under-represented in the licensed professions. Two years of this experience must include:
Either 1. management responsibility in a comprehensive higher education program sponsored by or at an accredited college or university, a state or federal education department, or a not-for-profit agency that provides access to and support during the completion of a post-secondary program, certificate, or degree;
Or 2. experience in evaluation or research related to the enrollment and retention of students who are educationally or economically disadvantaged, are members of a minority group, or are members of a group traditionally under-represented in the licensed professions.
NOTE: The Civil Service examination for this title has been announced and is scheduled for January 11, 2020. In order to be considered for a provisional appointment, you must have applied and been approved to take the Associate in Higher Education Opportunity examination. The deadline to apply for this examination is November 26, 2019. ## Duties DescriptionThe New York State Education Departments (NYSED) Office of Higher Education is seeking candidates for three vacant Associate in Higher Education Opportunity positions. The incumbents will work in the New York State Pathways in Technology Early College High School (NYS P-TECH) program. This program will prepare thousands of New York students for high-skills jobs of the future in technology, manufacturing and finance. The model incorporates a six-year program that combines high school, college and career training and will be targeted to at-risk, disadvantaged students. Under the general direction of the Assistant Commissioner for the Office of Access, Equity and Community Engagement, the Associates in Higher Education Opportunity are primarily responsible for the comprehensive administration of the NYS P-TECH program, with additional assignments in other Access/Opportunity Programs in the Office of Access, Equity and Community Engagement. Duties of these positions include, but are not limited to, the following:
  • Provide technical assistance to assigned secondary schools and postsecondary institutions through timely review of risk assessments, reports, site visits and day-to-day communications;
  • Review and approve program budget proposals, amendment requests and final budget documents;
  • Develop, maintain and update NYS P-TECH program guidelines, interim and annual reports, and program evaluation and reporting forms and formats as necessary;
  • Coordinate the administrative processes to collect and analyze NYS P-TECH student performance data, with the objective of recommending program improvements on both the State and local project levels;
  • Participate in planning and coordinating conferences, advisory group meetings, and training workshops for and with local NYS P-TECH project personnel. Evaluate such activities and prepare follow-up reports for future continuous improvement activities;
  • Coordinate the grant proposal review processes and approving award recommendations;
  • Schedule and conduct site visits of assigned caseloads of secondary schools and postsecondary institutions across the State including remote locations to monitor grant-funded activities for compliance with the statute, regulations and guidelines;
  • Coordinate administrative and fiscal processes and procedures for NYS P-TECH with the Assistant Commissioner, the Office of the Deputy Commissioner for Higher Education, the Office of Financial Administration, Accountability and Budget (OFAAB), and other offices within NYSED;
  • Represent the Office on interagency workgroups, meetings, workshops, and conferences, as assigned;
  • Maintain familiarity with appropriate State legislation and regulations, conducting review and analysis of proposed legislation and regulations for recommendations to amend legislation and/or regulations; and
  • Other duties, as assigned. ## Additional CommentsCONDITIONS OF EMPLOYMENT: The following will be permanent or non-permanent provisional appointments: OHE-728/16765 and OHE-782/70049. OHE-729/14921 will be a contingent permanent or non-permanent provisional appointment. Promotions and transfers may change appointees negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of masters degree will be required at the time of interview for all candidates. This position requires regular, statewide travel (20% of assignment).
