This position traditionally starts at an annual salary of $35,568. Salary for this position may be commensurate with education and job experience.


About The Job:

The HIV Medical Services Program Enrollment Specialist contributes to the vision and mission of ISDH, the Health and Human Services Commission and the Division of HIV/STD/VH by promoting, protecting and providing for the health of Hoosiers and supporting essential public health services in the following ways: 1. Ensuring the availablilty of medical services to eligible HIV+ consumers who do not possess other resources (at no cost to the consumer); 2. Ensuring that eligible consumers are enrolled efficiently and in the most timely and cost-effective manner; and 3. Monitoring the health outcomes of the enrollees to gauge the program s success and to report any aspects that may need to be adjusted.

A Day in the Life:

The essential functions of this role are as follows:

  • Review and process all application submissions for the HIV Medical Services Program (including the Indiana State Hemophilia Insurance Program), collecting any additional from the applicant or the applicant's case manager as necessary;
  • Create and maintain enrollment hard and soft enrollment files on each applicant for services, collecting all correspondence and other pertinent documents;
  • Coordinate the annual recertification process for each enrollee;
  • Monitor the eligibility of each enrollee throughout the recertification period;
  • Monitor enrollment and any waiting list to ensure that vacancies are filled in a timely manner;
  • Respond appropriately to all consumer and provider inquiries regarding the Medical Services Program;
  • Maintain strong business associate relationship with key business partners (including the health insurance carriers providing coverage within Indiana and Hemophilia of Indiana, Inc.);
  • Apply established policies and procedures to the operation of the HIV Medical Services Program, including benefit packages and eligibility and re-certification guidelines;
  • Assist in the monitoring of standards of care and service utilization of enrollees;
  • Assist in monitoring security and confidentiality procedures;
  • Assist with in-service training sessions to funded Care Coordination projects to ensure compliance with established program rules;
  • Assist in the proper routing of medical services claim submission to the designated insurance carrier and/or third-party administrator;
  • Meet regularly with internal developers to ensure that the HIV Medical Services database is operating at optimal levels;
  • Represent the unique perspective of the Medical Services program in all Division matters;
  • Participate in the development of a Quality Assurance/Quality Indicators system for all HIV services in Indiana;
  • Meet regularly with the HIV Services Team to discuss program status and strategies for improvement and to make recommendations regarding matters of policy and procedure;
  • Participate with the Division in the preparation of state and federal funding applications;
  • Network and collaborate with other program areas within the Division and attend regular staff and program manager meetings;
  • Assist the HIV Services Team with related projects, training, presentations, and requests for information;
  • Serve as a liaison between the Division and other state and federal agencies.

What You'll Need for Success:
  • Knowledge of federal, state, and local rules and regulations related to HIV Services programs and to the protection of private health information;
  • Knowledge of Indiana's insurance regulations;
  • Knowledge of other healthcare benefits such as Medicaid, Medicare, Social Security Administration programs, COBRA, and private health insurance;
  • Working knowledge of community resources, both public and private;
  • Knowledge of effective communication techniques including letter writing;
  • Working knowledge of computers, including software programs;
  • Ability to perform basic mathematical calculations;
  • Specialized experience in working with diverse consumer populations;
  • Ability to maintain client confidentiality;
  • Ability to prioritize workloads in order to most efficiently meet the consumer needs; and
  • Ability to work well with other team members and Division staff and to promote a positive work environment.

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
