About the job:

The purpose of this position is to provide leadership and vision to the Indiana State Psychiatric Hospital Network, through ensuring high quality patient care, system integration, and fiscal stability.

Summary/Objective:

This individual is involved with a variety of executive duties within a state agency or facility involving a high degree of discretion in interpretation, application and execution of all agency or department policies and programs.

Essential Job Responsibilities:

The essential functions of this role are as follows:

  • Oversight/Supervision of the State Hospital Superintendents;
  • Develop and implement cost containment and program improvement options;
  • Participate in Governing Body meetings;
  • Mediate conflicts between Hospital sites;
  • Develop and implement performance measurement metrics for each site;
  • Monitor vendor compliance and comprehensive contract management;
  • Measures and evaluates project phase and program success for new projects;
  • Collaborate with internal and external stakeholders to improve system performance;
  • Anticipates and addresses operational issues to improve systems and organizational effectiveness;
  • Develops and maintains strong understanding and knowledge of DMHA programs and policy developments;
  • Oversees performance management and the collection of metrics to determine productivity and outcomes;
  • Oversees program reporting requirements and submission of reports to state and federal officials;
  • Works with Director and other senior division staff to enhance communications internally on activities that are undertaken on behalf of the division;
  • Develops and maintains cooperative working relationships with other divisions and agencies;
  • Identifies opportunities to promote division projects to internal state partners, external stakeholders and public;
  • Performs other tasks as assigned.

Preferred Experience:
  • Masters Degree in Public Health, Health Care Administration, Business Administration or related field and five (5) years of experience that demonstrates progressively increasing responsibilities in a healthcare environment or healthcare management.
  • Experience with healthcare systems and finance, especially in behavioral health, preferred.

Requirements:
  • Ability to cultivate meaningful working relationships with professional groups, legislators, advocacy groups, and the general public;
  • Strong collaborative leadership skills;
  • Passion for mental health and addiction;
  • Knowledge of Project Management and Contract Management methodologies;
  • Ability to communicate effectively both orally and in writing;
  • Ability to apply principles, practices and techniques of public health care and business administration;
  • Ability to establish priorities, set deadlines and carry out periodic reviews;
  • Ability to be proactive and deal with problems and initiate corrective action;
  • Ability to develop and implement new principles and policies.

Supervisory Responsibilities/Direct Reports:
This role provides direct supervision for one or more staff members.

Hire Salary: The annual minimum starting salary for this position is $ 47,476.00. Salary may be commensurate with relevant experience/education.

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
