Role Overview

Prepares, presents and reviews overall project and/or discipline specific estimates. Responsible for all aspects of developing project estimates, ranging from initial conceptual estimates to detailed forecasts for projects in execution. Conducts cost, schedule, and risk analysis and a full range of estimate planning, coordination and consolidation. Exercises leadership via influence on a wide range of project and proposal team members as well as general management.


  • Bachelor's degree in engineering.
  • At least ten years of experience in estimating, planning, or cost engineering on engineering, procurement, and construction (EPC) projects in the Oil & Gas industry.
  • Past support to both lump sum and cost reimbursable proposal estimates.
  • Demonstrated leadership of teams of project and discipline estimators.
  • Ability to manage the development of estimates from inception to completion, including developing an achievable estimate plan, inclusive of budget, and leading the estimating team in executing the estimate.
  • Experience consolidating the estimate components and preparing the proposal cost volume and bid forms.
  • Expertise to ensure estimate quality and integrity, including incorporation of lessons learned into the estimate.
  • A track record of collaborating to develop proposal strategies with the project manager or proposal manager and joint venture partners, as applicable.
  • Skilled in developing basis and assumptions documentation.
  • Comfortable in all manner of communication, including technical writing.
  • Demonstrated ability to establish the conceptual scopes of estimates and studies when definition is not available; applies experience and expert judgment to compensate for undefined scope.
  • Experienced with bid evaluations of cost and schedule criteria and prepares bid evaluations. May participate in discussions with vendors.
  • An ability to work closely with construction personnel to develop non-manual, distributable or contractors indirect cost estimates, developing basis for temporary facilities, miscellaneous construction services, construction tools and equipment, non manual staffing, startup services, payroll taxes and insurance, camp facilities and operation, and other field costs.
  • Effectively present review packages, including analysis, to estimate team, department management and business line management. Schedules internal reviews.
  • Can develop escalation forecasts for complex jobs.
  • Experience identifying risks, and participating in mitigation planning; can assesses the uncertainties associated with productivity, material pricing, wage rates and quantity variation.
  • Ability to collect, reconcile, and verify data for summary comparisons.
  • An understanding of unit rates of installation, and their application in preparing job hour estimates for bulk commodities.
  • Demonstrated analytical and quantitative skills to assess estimates and compare with historical performance on projects.
  • Knowledge of engineering, procurement, and construction functions customarily acquired through extensive experience in the EPC industry.
  • Experience using standard software applications such as Microsoft Excel, Word, PowerPoint, Access, and PowerBI to analyze and present estimating and project performance data.

Preferred Qualifications

  • Master's degree in engineering.
  • 15 to 20 years of experience in cost engineering and estimating.
  • Bechtel Certification as a Lead Estimator.
  • Previous experience with Bechtel proprietary estimating software.
  • Experience preparing EPC estimates for projects in North and South America.
  • Fluent in both English and Spanish.
