Job Summary:

Provides operational support and leadership for JFSA Caring at Home, under the direction of the Associate Executive Director of Caring At Home Department. Promotes goals and objectives of the department and agency, including effective communication of the department internally, and representing its interests in the community regarding services to adults. Responsible for ensuring excellent home care services through the management of direct service staff, training and education of personal as well as monitoring required by state and other entities compliances. Assists in the development of business partnerships/program development to support current and future expectations. Shares in the accountability for departmental bottom line as well as other annual performance indicators as defined each year responsible for fiscal management, and management of personnel.

Supervision Exercised:

Home Health Aide I & II jobs, Schedulers and other supervision as delegated by Associate Executive Director of Care At Home Department.

Duties and Responsibilities:

Responsible for the day-to-day supervision of the Private Duty and Home Health Aide staff; works collaboratively with the Director and Director of Skill Services to ensure the implementation of principals of effective performance management on an on-going basis; ensures personnel development including but not limited to the conducting of orientation, in-service education and continuing education programs.
Ensures that all policies are followed with regard to funding and reporting for services to Care at Home clients.
Supports quality assurance activities for non-skilled home care services, including routine chart audits. Monitors plans of correction (POC) created to rectify identified deficiencies. Responsible for providing quarterly chart audit reports to the Director and the Agency's Quality Improvement Committee.
Prepares records and documentation for accreditation and routine compliance audits conducted for non-skilled home care services. Serves as the lead contact during all audits and compliance reviews.
Monitors home health aide complaints and unusual incidents for both skilled and non-skilled services. Provides follow up reports and creates plans of correction (POC) as necessary.
Responsible for the development and delivery of educational initiatives within Care at Home; communicates and conducts training sessions for care providers on regulation changes, importance of quality and performance improvement initiatives and compliance; identifies and addresses utilization review issues and documentation.
Reviews and maintains compliance with all regulatory requirements (eg HIPPA); reviews policies and procedures and makes recommendations to management on methods to conform to regulations; determines and reports causes of non-conformances. Implement corrective actions and process improvements.
Participates in the Manager On Call schedule to provide administrative after hours support.
Provides coverage/back up with all daily activities in Directors absence including intake.
Provides back-up to field staff and conducts home visits as necessary.
Provides intra-departmental and inter-departmental leadership for CAH department by creating an effective, efficient and cohesive team environment and stimulating innovative thinking, planning, and activity. Ensures that the OAS team has an effective working relationship with the JFSA homecare staff so that older adults have coordinated access to care.
Responsible for coordinating with Finance Department to ensure accurate and timely reporting and resolution of discrepancies So that billing and Payroll are processed timely.
Demonstrates awareness of, follows all safety policies and procedures, and adheres to all recommended safe work practices. Also contributes to the control of hazards in specified area of responsibility.
Performs other duties or special projects as required or as assigned.

Minimum Qualifications


Educational/Training Requirements:

Bachelor's Degree Preferred.

Experience:

At least 2 years of experience in homecare.
Experience in developing relevant educational programs for staff and the public.
Working knowledge of rules and regulations governing home care services.

Licenses/Certifications:

Maintain both a valid Ohio Drivers License, and a driving record that meets JFSA's insurance company standards (eg less than 2 incidents over a 3 year period).
Maintain personal auto liability insurance at the level that the Agency and the insurance carrier requires.
Must have a reliable personal automobile available on a daily basis.
