Engineering Services Manager

Summary

The Engineering Services Manager (ESM) is responsible for construction portfolio optimization, community planning, program development, energy management, design and construction management, installation geospatial information and services, and comprehensive asset management plan integration. This manager oversees projects management to include design, contract execution, and Simplified Acquisition of Base Engineer Requirements (SABER), and multiple award construction contracts (MACC) projects, while overseeing installation mapping, facility floor plan maintenance, and CE record drawing management.

Key Responsibilities

Essential functions of the position include:

. Provides leadership and oversight for installation comprehensive planning, project programming, environmental planning, technical design, and construction surveillance for projects to maintain, restore, and upgrade base facilities and infrastructure systems.

. Responsible for engineering and in-house study and design services performed by the Staff Design Engineers/Architects.

. Responsible for engineering cost estimating services to include study, design, construction, maintenance, repair, landscaping, infrastructure, and facilities services.

. Responsible for complete, cradle-to-grave project management and execution services.

. Ensures complete energy management services are delivered to the installation.

. Responsible for complete installation planning and programming services as defined in AFI 32-1032 Planning and Programming Appropriated Fund Maintenance, Repair, and Construction Projects conducted by the programming staff.

. Ensures complete installation comprehensive community planning services are provided by the Community Planner(s).

. Prepares for, hosts, and ensures all necessary follow-up actions for both the Facilities Board Working Group (FBWG) and the Facilities Board.

. Provides for Engineer, and Community Planner Asset Management Plan (AMP) and Sub-AMP Managers that satisfy the requirements outlined in the Programming Plan (P-Plan), Revision 1 for Implementation of Enterprise-Wide Civil Engineer Transformation (PAD 12-03), Volume 1.

. Ensures standards compliance for CAD and GIS drawing product generation and modification performed by the drafting staff.

Skills

. Knowledgeable of rules restriction development (airspace, explosive safety arcs, Anti-Terrorism/Force Protection standoffs, natural/cultural resource restrictions).

. Ability to develop a cost estimate to the appropriate order of magnitude using cost-estimating methods: parametric cost estimating (eg, PACES, historical cost/unit of measurement), pricebook estimating (eg, RS Means), or market research) to estimate a project's cost.

. Trained as Unit Control Center, Tactical Operations Center, or Emergency Operations Center member. Display knowledge of key response processes, operating procedures & published plans (eg, CE Contingency Response Plan, etc). Have experience in a C2 cell real world or exercise scenarios.

. Ability to analyze and resolve issues.

. The ability to effectively communicate both orally and in writing using various formats, styles, and methods. Must speak fluent English. Ability to brief large groups of military and civilian personnel.

. The ESM shall have experience using Microsoft Office applications (Word, Excel, Access, PowerPoint, Project, and Outlook).

Qualifications

. Graduate of a board-approved, four-year engineering technology program accredited by the Technical Accreditation Commission of the Accreditation Board for Engineering and Technology (ABET)

. The ESM shall have and maintain professional registration as an engineer under the requirements of the New Mexico State Board of Licensure for Professional Engineers and Professional Surveyors ( as of 25 Sep 2016) or as an architect under the requirements of New Mexico Board of Examiners for Architects ( as of 25 Sep 2016)

. The ESM shall have 10 years' experience in the engineering section of a civil engineer organization at a major military installation, Air Force experience preferred.

. Secret security clearance required
