POSITION DUTIES

This position is being reposted; previous applicants need not reapply. As Medical Director, you will establish, maintain, and develop medical policy for health services and clinically manage collaborations among contracted medical, mental health, dental, and pharmacy teams providing care to incarcerated individuals in the Baltimore Pretrial Complex and the Department of Corrections.

Additional Duties
  • Develop medical policy responsive to changing treatment issues; administer all medical programs for DPSCS including somatic healthcare, the interface between somatic and mental health care, substance use disorder treatment, pharmacy, dental care, infection control, and quality improvement.
  • Supervise contracted vendors and their clinical directors through monthly meetings for medical, mental health, dental, and pharmacy vendors; regional multi-vendor administrative and clinical meetings; teaching rounds; and case reviews.
  • Develop treatment protocols for medical management of diseases and chronic illness.
  • Coordinate with state, local, private and federal agencies to develop and implement health care policy within DPSCS.
  • Respond to correspondence to the Governor, Secretary, Legislature, Director of Medical Services and Commissioners regarding incarcerated individual health care.
  • Provide education and training to medical staff through in-service activities.
  • Review all incarcerated individual deaths as part of morbidity and mortality review.
  • Investigate outbreaks of communicable diseases within DPSCS facilities.
Minimum Qualifications

Applicants must meet all minimum qualifications for hire. Education: Determined by the Maryland State Board of Physicians. Experience: Seven (7) years of experience, including five (5) years of full-time, wage-earning clinical care, clinical management, or health care administration as a licensed physician. Additionally, two (2) years of supervisory experience in a medical program.

Desired or Preferred Qualifications
  • American Board of Medical Specialties, American Osteopathic Association or National Board of Physicians and Surgeons certification in a primary care medical specialty (Family Practice, OB/GYN, Internal Medicine, or Psychiatry).
  • Possession of an unrestricted license to practice medicine and surgery in the continental U.S. and maintenance of valid license(s) and certification(s).
  • Correctional healthcare experience, academic health care institution experience, or hospital administration experience.
Conclusion - Knowledge, Skill, and Ability
  • Knowledge of correctional healthcare and/or community delivery systems, both contracted and department-managed.
  • Knowledge of the current principles, methods, and techniques of the practice of medicine; of laboratory analyses; of prescription writing; and of medical equipment terminology.
  • Knowledge of the administration of clinical and preventive health care services.
  • Knowledge of policies and procedures related to the delivery of correctional health care.
  • Knowledge of national, state, and case laws applicable to delivery of correctional health care.
  • Knowledge of managed care systems, quality improvement programs, peer review mechanisms, telemedicine, pharmacy delivery stems, and medical logistics.
  • Knowledge of training, capabilities, and utilization of mid-level medical practitioners.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to review and evaluate clinical and preventive health care services and prepare technical reports.
  • Skill to diagnose and treat patients appropriately.
  • Skill to direct the development, organization, management, and coordination of various medical disciplines.
  • Skill to develop and direct staff in the implementation of effective clinical and preventive health care services.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
Selection Process
